Alexey, your solution seems ok. its non-invasive. If it just opens once then it is ok to open it no matter which perspective the user are in.
Burr - current behaviour is how all views work in eclipse - there is nothing special about the palette view.
If we make it sticky it will stay on top of outline view which hides outline which is generally more useful (more editors has this than palette).
So lets go for show palette the first time for opening our html editor, no matter if html5 or html.
