VPE shows all palette items which do not have {{hidden=yes}} property. So in my understanding it works correctly on the VPE side.
The question is why jQuery mobile items are not shown on the palette even when {{hidden=no}}. Reassigning to the source editing team.

Updated steps to repro/interate (JBDS 7):
1. Unpack bare Kepler JEE RC2.
2. Build JBDS locally from https://github.com/jbdevstudio/jbdevstudio-product (or download source zip)
3. Install JBDS Branded Product Feature from Help > Install > Add > Archive > browse for jbdevstudio-product/installer/target/*.jar (uncheck box for categorized items, then search for "Product")
4. Shutdown & start up Eclipse (COLD restart). (WARM restart means splash & About dialog will still show Eclipse, not JBDS). COLD start needed to see new jbdevstudio.ini file.
5. Uninstall JBDS Branded Product Feature (Help > About > Installation Details > Installation History > Revert). Warm or cold restart.
6. Eclipse is now broken:
