Can at least make the error message more descriptive? Right now it appears to the user that they must install a package that they cannot install.

This is the describer definition we have right now.

I think describer is working OK. Describer solves the case for a file named config.xml that is not a Thym config.xml. However the failing case here is a valid Thym config.xml file on a non-hybrid project.

The issue can happen when starting JBT/JBDS the first time and importing a project before the org.jboss.tools.project.examples.cheatsheet plugin is started.
The PR adds the org.eclipse.ui.startup extension point to this plugin.
