This was actually a requirement for our latest release (JBDS-2838) - I consider this a bug and is/should be trivial to be added thus marking as blocker for 4.2.1.
[~adietish] is there anything in these besides invoking the already available start and stop commands similar to restart ?

[~adietish] Sorry for confused, my mean above is that the quickstarts are always existed after restarting Eclipse once, so every later attempt always have quickstarts.
So my means are:
1. Try to create a new application but dont see the quickstarts
2. Restart Eclipse
3. Have the quickstarts listed
4. Try to create another application
5. Do have quickstarts listed
..........................................................................
Always have the quickstarts listed after step 2, so do not need restart Eclipse to show quickstarts tree any more after step 2

Replicated. Unfortunately, IWebBrowser seems to only have 3 interface methods: getId(), close(), and openUrl(URL)... there doesn't appear to be a refresh on the interface. It seems the refresh action is only on the widget in charge of the editor basically.
So far I've traced this far in BrowserViewer.class:

It doesn't refresh since it's a brand new request in a new editor. But it does travel into Mozilla.class which seems to return the old cached data somehow, though the code there looks like it's making a fresh request.
