The issue seems to happen because a Forge wizard dialog sets focus before a shell gets visible which confuses mutter.
The PR fixes this issue by activating the shell when a forge page gets visible.
I have tested on Fedora 20, Ubuntu 14 and Windows 7.
The fix is limited to Linux, just in case.
