This button invoke a warning to let user know about possible data loss. The warning is shown regardless I selected embeddable catridge(s) in the currently opened shell (and they are not yet embedded into application) or they are already embedded. It can be reproduced with standard Java wizards if they are called using CTRL-4 on Fedora 20. SWT properly requires a shell to be activated. The issue can't be reproduced with other Window managers or OSs.
