Installing from our updatesites from central will not be possible offline - need to use the updatesitezips.

There is a working example of this in the master branch currently, though I can't verify 100% all situations are covered and it'd be good to find bugs as to what needs to be improved. Assigning to Len to begin verification on this issue.
