Well, I got a work-around for 4.2.0.Beta3: if the only file that changed was '.project', I trigger a full validation. By chance, my JAX-RS model is already available, so I dont't need to trigger a full build.
I'll see if I can improve this for 4.2.0.CR1.

There is currently no 4.1.x stream maintenance release planned. Can you use a 4.2.x stream build instead?
With Eclipse 4.4 Luna released last week, there's a brand-new Eclipse to use w/ the latest JBoss Tools 4.2.0.Beta2 or JBDS 8.0.0.Beta2.
