Something weird is indeed happening here. It seems that ADT overrides the *.xml input type to be associated with the Android Common XML editor. Moreover, when trying to change the association in the preferences, the Persistence XML editor is not to be found.
I will nevertheless have to defer the issue to 4.3.x.
