I am for keeping this so that QE can verify that the changes done on the JBDS does not interfere with FH build service and things like cordova plugins are working as expected.

[~dlmiles] am I reading you right that we block any other publish'es to the server before full publish have been confirmed to complete ?
I think that will slow things down considerably but I can see how it could be considered useful

okey I thought this was about us writing a small build service users could run in their office.
If this is truly just what JBDS-3287 is about then I'll close this as a duplicate.
