Since we've added Tern.java 0.9.0 for master, why not to resolve the issue as fixed?

Indeed, offline access should be supported. The plan is to locally cache a big QS search query response, so offline search would still work.
We'll also cache big QS zips (more likely than local git repos at this point, given jgit doesn't support shallow clones)
