Yup I have seen this bug several times, unfortunately I can't seem to reproduce it on demand, even following the steps you mentionned

There is a workaround and not too complicated, but yeah, from user experience this is annoying and user does not have to have a clue what to do as a workaround. So I agree with you. Setting to blocker.
