Yes, having the feature listed as "core" features in p2 repositories, or having it as a requirement of a feature we ship in both JBT/JBDS (such as Central).
My preference goes for the 2nd solution (Central to put a require/import on yaml feature).

How would users get this installed? Would the feature be part of the JBDS "Core Features" / Abridged JBoss Tools category?
Story points - 5: update Central, update JBT/JBDS TPs, update JBT/JBDS category.xml files, update JBDS feature.xml, send announcement email re: TP changes
