Changes between service-manager and adbinfo mean that the cert path provided by adbinfo is incorrect. To get an accurate cert path, switching to service-manager is required.

vagrant adbinfo returns a DOCKER_CERT_PATH similar to the following:
export DOCKER_CERT_PATH=/home/rob/Downloads/cdk/raw/cdk/components/rhel/rhel-ose/.vagrant/machines/default/virtualbox/.docker
However, vagrant service-manager env returns a DOCKER_CERT_PATH as follows:
export DOCKER_CERT_PATH=/home/rob/Downloads/cdk/raw/cdk/components/rhel/rhel-ose/.vagrant/machines/default/virtualbox/docker
The key difference here is the ending... adbinfo ends with `.docker`, while service-manager ends with `docker`
This means the cert path is wrong in adbinfo, which is what tools currently uses.

> To be sure, I also tried the other cdk from https://github.com/redhat-developer-tooling/openshift-vagrant and that worked. Then I tried back the official cdk and that didn't work.
