Resolution: Out of Date
The latest version of vagrant-sshfs does not require anymore sshd running on the host. It is enough to have the {{sftp-server}} executable available (which we already have).
Right now vagrant-sshfs works out of the box with cygwin as installed by the installer right now. Using PowerShell the {{sftp-server}} executable cannot be found. We might need to make some adjustments to the {{PATH}} in this case, but I'll open a new issue for that in case it is required (still investigating).
