I don't know what better word there is then 'scale'? Is that not something everyone understands? I think the menu should be present when you:
* select a deployment in the explorer view
* select a rc/deployment in the tab view
* select a dc in the tab view (though immediate response is contingent on having a configchange trigger)
* possibly when you select a pod....
