After reviewing the upstream bugzilla, it seems the tools were just being used incorrectly. I feel that adding these extra UI elements, even in an 'advanced' section, will provide little-to-no benefit for a user. They can currently customize launch config args if they wish. Adding such changes is also likely to confuse or break the logic for how we provide classpaths for projects targeting these runtimes.
So closing as won't do.
