We can move cygwin to be first component to install and add offline istallation for it from local backage (need to be created during the build and included into bundle).
Overall order can be cygwin->vagrant->virtualbox->cdk. Virualbox still have to wait until all downloads are finished, before proceeding with installation.

This issue is fixed. There are Back and Continue buttons.
