So - we either have a issue where:
* The installer cannot reliably install vagrant unless the user reboots the Windows system, or
* The vagrant.log file mistakenly informs the user that the Windows system should be rebooted - if we are repressing the vagrant reboot requests, then the vagrant.log should not instruct the user to perform a reboot.
Are there any conditions under which the user MUST perform a manual reboot in order for the installation as performed by the installer to be successful?

Currently we suppress vagrant reboot requests and it works. We also suppress virtualbox requests but have not verified it's actually working. And we also will work maybe some warning for users if vagrant/virtualbox requested rebooting which we suppressed.

So - we either have a issue where:
* The installer cannot reliably install vagrant unless the user reboots the Windows system, or
* The vagrant.log file mistakenly informs the user that the Windows system should be rebooted
Are there any conditions under which the user MUST perform a manual reboot in order for the installation as performed by the installer to be successful?
