What update site is being used to install the Docker Tooling, and what version of the tooling is being referenced from the installation UI ?
If you go to Help -> Installation Details, and under the "Plugins" tab, the version of 'org.eclipse.linuxtools.docker.core' and 'org.eclipse.linuxtools.docker.ui' should be 2.0.0 for it to be what's shipped with the Neon release.

This is a duplicate of https://bugs.eclipse.org/bugs/show_bug.cgi?id=496432 (no corresponding ERT for it). It was discovered too late to make 5.1.0 (the regression was introduced as part of the re-spin in an attempt to resolve a serious memory leak issue)
Perhaps a discussion could be had about doing a bug-fix release. For now, it's available in our nightly builds.
