I see that you're using a different JRE with Eclipse than the JDK you refer me to.
C:/Program Files/Java/jre1.8.0_73
vs.
1.8.0_102-b14
Maybe you need to update your JRE too? Or just make sure that Eclipse/devstudio is using the correct one?

Thanks for the follow up Nick. I don't believe so. I just upgraded to Eclipse Neon and installed the 64 bit version. Here is some of the information.

[~chipoc] were you using a 32- or 64-bit JDK with a 32- or 64-bit Eclipse distro? If they don't match, bad things happen.
