Resolution: Cannot Reproduce
I have retested this issues and in my case update of all projects took 4-5 minutes, which I think it is ok - there were a lot of validations, not only CDI, but also JPA and JAXRS, so I am closing this issues as a Cannot reproduce. Feel free to reopen, if this issue occurs.
