here's a proposed PR that might work.
When I build the project locally I get lots of test failures in this and other modules, so not sure if this is better or worse, but at least the war contains the persistence.xml file:

Resolution: Cannot Reproduce Bug
[~apodhrad] 's original issue is fixed with 11.0.0.AM2. My issue with JBT and the EA banner is also fixed. Don't know what fixed it but things appears to okay w/ Oxygen.
