I've done some due diligence and asked PST, legal, RCM, CEE, my manager.. The only one I have not got in contact with is Bob from PM. Everyone seems to have the same mentality that this is not a hard requirement by any team, but it definitely helps answer questions that any of these teams listed might ask about the product itself.
For a release, I would say this should have low to med priority based on the fact it helps answer the question of WHAT we are shipping in its entirety. If any calls come in from support you can easily point them to this complete document as part of their triage. Again, there isn't a hard requirement to have this as of yet, but the consensus is it definitely is a "nice to have".
Maybe Max has additional historical reasons to add :)
