Really good catch on this one. I got so used to clicking through it I forgot to analyze whether it should be showing so often.
Issue is in jbt-base. It seems after detecting things, it persists the detected runtimes in some preference key so that it doesn't need to re-scan everything. It wasn't persisting some additional information (the properties field mostly) in this cached xml, so it wasn't able to use those later when deciding whether the runtimes exist yet or not.
I'm skeptical of this architecture entirely, but, I don't think I'd be able to change it any time soon. Either way, I've fixed that bug, to persist the properties.

If 'oc' is not on the path, eclipse / jbosstools has absolutely no way to discover where it lives. The user is expected to either add it to the workspace preference page, or to have it on the path for us to discover it.
There's no other possible solution unless we intend to do a full hard-drive search for this file?

I've replicated the issue. Seems the unique id is only generated if you go ahead and modify the name field (ie delete the +, then add the + back).
I'll see if I can fix this upstream.

So, it's disappearing as proper on linux. We have code to hide it once the new file-chooser is opened:
