As we can see, the openshift server type does not support version 4.0 of the web module. The fix here is simple: add 4.0 to this list.
As to WHY it's failing in various scenarios, well, I have no idea. The only way this fails is if whatever is in charge of the import gives the project a 4.0 facet. The only way it DOESN'T fail is if it gives it a 3.1 facet. If Josef is saying it's failing with current code but an older workspace, well, I just don't follow. What facet the project gets should be dependent on m2ewtp. If you're using the same code base and dependencies, I can't imagine using an old workspace would change how m2ewtp imports the project?

[~jkopriva] I think that there's no way other than to re-create a server adapter. Once created, it is fixated on the facets that existed when it was created. In that sense this issue would be WONT_FIX.

I was able to reproduce this with "used" workspace, when I have tried new workspace and created server adapter during build of application, it was ok.
