Creating new page through struts-config.xml editor diagram view does not work.
1. Create Kickstart Struts project
2. open WebContent /WEB-INF/struts-config.xml
3. Open diagram view
4. right click to an empty space in the diagram
5. choose New -> Page
6. Nothing happends.
