For addition of scrolling it is necessary to add in content div tag coordinate of height
(<div style="overflow: auto; display: block; height: 246px;">). At present
to calculate coordinates in templates it is impossible.

1) If there is no "lable" attribute for <rich:panelBarItem> component
then there should be autogenerated label
2) <f:facet name="lable"> tag doesn't work for
<rich:panelBarItem>
3) Scroller should appear if height of <rich:panelBar> not so big
