Not all projects will use Maven so some kind of "Add libraries" is still
relevant it should just be optional.
The lower part is for targeting the deployment to a server.
...but maybe this should all be done via facets instead ?

Add JSF Capabilities menu and dialog should be redesigned.
May be we should change "Add JSF capabilities"+"Add struts
capabilities" = "Configure JBoss Tools Web", where in menu we will be
specify neccery parameters for model?
