Its caused by missing Seam libraries in deployed WAR file (discovered by exporting to WAR and checking for basic dependencies). I have added Seam capabilities into project (Properties -> Project Facets -> JBoss Portlets -> check: JBoss Core Portlet, JBoss JSF Portlet and JBoss Seam Portlet + appropriate other facets required by selected facets.
