Resolution: Done
The only thing I can see that could cause the issue is differents in seam settings page
validation and seam wizards.
Settings page doesn't validate seam runtime folder. But the wizards do.
I've added this validation to the settings page.
Now that something is wrong with seam runtime (e.g. the folder doesn't exist anymore)
seam settings page will show an error message/
