After researching eclipse project facets I came to conclusion that it's better and
reasonable to move Adding JSF/Struts Capabilities to facets.
Since October 2008 facets were moved from WTP to separate Faceted Project Framework. So
customized projects could not depend on wtp.
Configuring runtime servers could also be done via facets.

Add JSF Capabilities menu and dialog should be redesigned.
May be we should change "Add JSF capabilities"+"Add struts
