IMO, since the editor uses Window->Preferences->General->Workspace->Text File
Encoding preference. Try to change it to UTF-8 and then restart eclipse. (I have UTF-8 is
set and have no "jspx.png dialog" displayed at all).
I understood "Save As" problem.

1) open some jspx page in 1252 encoding
2) write something in Russian
3) try to save as new jspx page
4) see error dialog !screenshot-1.jpg|thumbnail!
should propose to save in UTF
