Switched from running under <exec executable=".../eclipse"> to <java> and am now collecting the jars to pack into a zip. p2 installer downloads the pack.gz files, as expected. Also cleaned out some 10,000 old feature & plugin jars left over on the update site (which are not cleaned out with each nightly build).
