There is no 64bit windows for Eclipse that includes xulrunner thus during installation
where we need to call out to eclipse to prepare p2 metadata it is using the 32bit eclipse
binaries - so yeah, use 32bit jvm to do this.

On Windows 7 x64, the installer copies all files successfully, but fails with an error
dialog. On failure, the installer dialog does not respond to 'Next' button
click.
I suspect the installer tries to execute eclipse.exe with 64-bit VM (which is part of my
system path), even if I specified 32-bit VM path manually.
