You can try to debug and see if IDE.openEditor() is called.
The editor is opened correctly in my environment.
Do you have any other plugins besides JBoss Tools and Webtools?
You can also try to open the Progress View and check if there is any unfinished job. The
mylyn project, for instance, contains infinite jobs.
If there are such jobs in your environment, the editor will be opened after 30 min (the
MAX_IDLE constant)

EXECUTE: Create new Entity (name: NewEntity for examlpe)
EXECUTE: Open newEntity.xhtml
EXECUTE: Insert <s:button></s:button> after <ui:define
name="body"> and donot save changes.
EXECUTE: Close file .
EXECUTE: Select "No" on Save Resource wizard.
EXECUTE: Open newEntity.xhtml.
FAILURE: <s:button></s:button> is present in newEntity.xhtml.
