Resolution: Rejected
1. Tomcat Server adapter is part of Eclipse WTP.
2. When you create Tomcat server via WTP wizard it create a separate Server folder (see
your workspace) and run the server using this folder instead of default one. This folder
doesn't have ROOT. So WTP does not modify original Tamcat installation at all.
3. If you prefer to use tomcat installation instead of workspace then open double-click on
the server in Servers View then choose "Use Tomcat installation".
4. IMO it's not a bug. Anyway if you still think it is then please report it to
Eclipse bugzilla.

There is no Tomcat component in the list.
Running TC 5.5.28 via the command line provides a home page from ROOT.
Running TC 5.5.28 via JBDS WTP has no home page.
This is confusing.
