Fix Version/s: (was: 3.1.2)
No. XULRunner v1.9 does not require user to install missing dependencies on Linux (as old
XULRunner v1.8 did). This exception is thrown only in the described rare cases.
Fix version changed to 3.2.next.

We are need check XR and show more user friendly diagnostic message and exception
message in log.
See JBIDE-5779. There are possible problems:
#1 wrong xulrunner is used
#2 xulrunner is corrupted by a virus or an anti-virus
#3 no persmisions to execute the xulrunner.exe or access xul.dll
