I suspect this was re-opened during the period when launch args automatically exposed the
management port, making the shutdown command incorrect. The launch no longer
automatically exposes the management port, so rse jmx does not work (but fails
gracefully), and shutdown works properly.

This issue only applies to AS 7.0.2.
When you configure RSE server for AS 7.0.2 runtime and start it, everything seems to be
working. When you then stop it, it gets stopped in JBT, but the process keeps running on
the remote server.
