Before we make this change we need to verify that the installer works with 5.0.8+.
Currently with 5.0.16 installed, I can't use the installer -- it no longer tries to
force-install 5.0.8 onto my 5.0.16, but it ALSO won't let me proceed. Details in
JBDS-3749. Still not working as of this commit

Latest version of VB available [1] is 5.0.16.
We should update the installer to include the latest, rather than 5.0.8.
