I was unable to reproduce this bug. The logic of this dialog looks to be simple [1]:
1. If there is {{javax.faces.webapp.FacesServlet}} in the project and
{{org.jboss.tools.jsf.jsfnature}} is missing, then it proposes to add this nature.
2. If project has {{{{org.jboss.tools.jsf.jsfnature}} and there is a KB problem marker in
problems, then it proposes to add KB nature.
