1. It's very easy. If you want retrieve all global resources use code below
ResourceReference[] gResources =
GlobalELReferenceList.getInstance().getAllResources(Platform.getLocation());
2. Just in global preferences. Was added only one new ui dialog
Window->Preferences->Jboss Tools->El Variables
Move configuration for EL to jboss tools preferensis, that it's
