Bob,
I think that "refactoring" in general is an issue that needs to be closely
examined. I have written other JIRAs related to changes in WSDLs where it does not appear
that the BPEL Editor is able to refactor, and I wind up having to delete variables and
partner links and then re-add them from the modified WSDL. As for what this looks like,
your idea of a property sheet that displayed the namespaces would be useful, with the
ability to assign a prefix to those that are missing as well as to edit them (which really
gets into refactoring).
I think this issues deserves the week or two (or more) it takes to get it right, where
right means easiest to use by process designers and best able to handle the changes that
invariably occur during a project.

The BPEL Editor should improve its managment of namespaces. Sometimes when configuring a
Copy operations as part of an Assign activity, a dialog will pop up asking the user to
create a Namespace Prifix for a particular Target Namespace. But when you enter the
defined Prefix Name for this Target Namespace, it says "This prefix is already
used".
Also, there does not appear to be a place to change these mapping (other than in the
source file).
