1)Flags to stop unneccessary scrolling were added to listeners and SelectionManager.
2)The scrolling is performed based on percentage.
3)Now there is a task to create an option to enable/disable scrolling in VPE preferences
page.

When Horizontal splitting with the Source Editor is set it would be nice to have switch
to have row locked to keep the corresponding visual element on the same row as in the
source part and vice versa.
