So there is actually a few issues:
1) We don't sort proposals from differen CA processors. It's could be better if we
put styles uper then EL. But we already has the same issue

2) We don't filter our EL proposals for value without #{}. But it's not a bug.

Viktor, please roll back all changes that is commited as fix for this issue and reject
