I found you created a jira for a new wizard to create web service, not use wtp wizard. It needs to be talked over by the team. If we decide to realize the new wizard, we can reuse the new wizard codes for this issue. But for this issue, the easiest way is to fix the log error, but when no dynamic web project in user worksapce, we should disable the Next or Finish button in the wizard and give a warning message: we need a dynamic web project.
