By installer you mean "Update site" ?
The metadata of the various plugins *requires* xulrunner bundle to be there.
It won't neither install nor startup without those plugins being in place right now.
The only situation we handle now is if xulrunner libraries for some reason can't
load.
There still need to be an actual package for the matching os/arch combo - which we
don't have
for all thus my suggestion is to make them optional.

It should be possible for users of platforms where xulrunner is not available to install
jboss tools.
Today it forcefully requires a native xulrunner component - that should be optional (but
installed if it is there).
This is to make users of i.e. windows 64bit and osx 64 bit use all the other features
with the better/faster 64bit vms.
