I can't reproduce the issue either.
If I open some jsp page w/o setting a proper character encoding (<%@ page
language="java" contentType="text/html; charset=UTF-8"
pageEncoding="UTF-8"%>) then I see the same dialog of Eclipse WTP JSP Editor
(our editor just extends it) as Yahor does. So there is an option to save the file as
UTF-8.
SaveAs could not be completed due to issue with character encoding
