Externalize strings item will be moved out from the VPE toolbar, see JBIDE-7060.
As for the other items -- they should be disabled.

I'm getting
java.lang.NullPointerException
at org.jboss.tools.vpe.editor.mozilla.MozillaEditor$10.run(MozillaEditor.java:482)
at org.eclipse.jface.action.Action.runWithEvent(Action.java:498)
when the VPE editor couldn't load xulrunner.
