That too, but it's an orthogonal issue. If, user install portlets, they'd still
drag seam down.
So I'm for applying both solutions.

Seam tooling keeps getting installed by default with JBDS, because the portlet tooling
depends on it (see JBDS-3354)
portlet tools should not require Seam and be able to not blow up without it.
